Hector Gutierrez is an independent public affairs consultant. His clients include the El Paso Electric (EPE) Company. He serves on the Executive and Civic Committee of The Paso del Norte Group, Governmental Affairs Committee of the Greater Chamber of Commerce, El Paso Wells Fargo Bank Advisory Board; he sits on the Board of Kids Excel El Paso, Sierra/Providence Eastside Hospital; and has served eight years on the Texas Affiliate Board of Blue Cross Blue Shield of Texas. He also serves on the Vision 2020 Advisory Board for Texas A&M University and he is a member of the El Paso Hispanic Chamber of Commerce.
Gutierrez served as EPE Executive Vice President of External Affairs where he was responsible for regulatory, public affairs and governmental affairs areas, until leaving in May 2008. Gutierrez has more than 36 years of experience in industries such as national defense, telecommunications, higher education and federal/state legislation. Prior to joining EPE, Gutierrez was the Managing Director of Governmental Operations at Hillco Partners where he provided strategies and tactical advice to the company’s team of lobbyists. He has served as a Public Affairs Consultant for the City of El Paso, the El Paso Water Utilities Public Service Board, AT&T, and the American Heart Association. Gutierrez was also the first Senior Advisor for Legislative Affairs for Governor Perry when he was first elected Lt. Governor of Texas. He has been named as one of the Top 100 Influential Hispanics in America by Hispanic Magazine. In 2009, he and his wife were named Outstanding Couple for Big Brothers and Big Sisters; they have mentored two young men for three years.
He holds a Bachelor of Arts degree in Mathematics from Texas A&M University and also attended the International Executive Program at the Amos Tuck Graduate School of Business at Dartmouth College. He is a retired Lieutenant Colonel in the United States Air Force and a graduate of the Air Command and Staff College. He is married to Debbie Frazier Gutierrez, and they have one daughter, Camila Cristinna, who is a musician and composer.
